
RCMPF Project Funding Program
Criteria for Funding
- Projects should reflect partnerships with community groups:
There should be a clear indication of the communities’ initiative and involvement in the project as well as the commitment of other community participants to the management and funding of the project. This support needs to be in place prior to application. It is simply not enough to “anticipate” support.
- Projects must demonstrate evidence of significant and continuous involvement of RCMP members in the project to be funded:
As a reflection of the RCMP’s community policing program there should be an ongoing partnership between the RCMP and the community sharing in the project. The extent to which RCMP members contribute to the project is a very important consideration. Such things as “drop ins”, referrals or “presentations” are not considered “significant and continuous involvement” as this is already part of the RCMP community policing role.
- Projects should be a non-core policing function:
The project must not be part of the normal policing services provided by the RCMP. The RCMP Foundation wishes to avoid funding projects which are clearly the normal core funding responsibility of the RCMP or other levels of government. The RCMPF does not simply wish to substitute itself or supplement government program activity, but wishes to provide extraordinary funding for an RCMP/COMMUNITY project which reinforces the RCMP’s dedication to community policing.
- Projects must be a high priority within the Division:
Demonstrate benefits to the divisions and detachment and be fully supported by both. Due to high volume of applications, even grants with a relatively high priority may not be funded.
- Projects must demonstrate clear linkages to the RCMP’s operational priorities:
For example, safe homes, safe communities or other community policing programs, which complement the mission, vision and value of the force.
- Projects must have broad appeal within the community:
Demonstrate significant benefits for the community as well as the support of project by the community. Support must exist prior to application for funding.
- Grant requests must be a reasonable sized request:
Grant requests must not exceed $10, 000.00. Applications with requests above $10,000.00 will NOT be considered by the RCMP Foundation for funding. The RCMPF is very anxious to maximize its contribution and to benefit as many communities as possible. The RCMPF will not be the sole source of funds, historically, a split of 1/3 RCMPF funds to 2/3 community input/fundraising is deemed reasonable. The RCMPF also wants to see committed funds towards the project prior to their grant.
- Submissions can only be funded once per year:
The RCMPF wishes to limit its contribution to funding a community groups once per year. Once a program has received funding they must first return the completed four month follow up report before they apply for additional funding for the same projects.
- Project should provide promotional opportunities:
Providing media visibility, signage opportunities, etc. for the RCMP, RCMPF and the community.
*Additionally, to the greatest extent possible, the Foundation wishes to not fund buildings, surveys, equipment and salaries.
The RCMPF is attempting, with the RCMP’S full co-operation, to fund projects that will directly affect the ability of community participants to achieve their aspirations and volunteer objectives
Funds granted by the RCMP Foundation must be used within 4 months of the cheque issue date. Should the cheque become stale dated it will NOT be reissued. If funds will not be used it is the payees responsibility to contact the Foundation and make alternate arrangements within this time frame.
Organizations provided “last in” funding must offer proof that other sources of funding, per your application, have been received. This must be in the form of photocopies of the checks from the other sources. These can be mailed, emailed or faxed to the RCMP Foundation. Proof that other sources of funding, per your application, have been received after the three month mark will NOT be considered and the organization must reapply for funding at the following round.
Project Details
DATE
Projects which are scheduled to terminate prior to the RCMP Foundation Funding Round will not be granted with funding. If the project application date has passed an explanation is required in “How Funds Will Be Used” section of the funding application describing how funds will be allocated after the project has taken place.
TARGET GROUP
Projects should primarily target the RCMP Foundation mandate, “Canadian youth at risk” however target groups such as seniors, battered women, adult literacy and others will be accepted and considered based on the needs of the community.
RCMP INVOLVEMENT
Projects must clearly demonstrate significant and continuous RCMP involvement. Such things as occasional drop ins, referrals or presentations are not considered “significant and continuous involvement” as this is already part of the RCMP community policing role. Project must ensure the continuity of the program if the key RCMP member is transferred or deployed.
COMMUNITY INVOLVEMENT
Projects must be fully supported at the community level.
BUDGET AND AMOUNTS RECEIVED
The RCMPF will not be the sole funder of an application. A split of 1/3 RCMPF funds to 2/3 community input/fundraising is deemed reasonable. Applications with incomplete or erroneous budgets will be removed from the application queue.
IN KIND ITEMS
In kind donations are donations in goods and services rather than money (or cash). Please note approximate values must be included. Examples of in-kind giving include, but are not limited to, donations of new and surplus inventory, donations of used equipment and furniture, donations of computers, household items, vehicles, labor costs, staffing and administration costs and supplies, household furniture, unused hygiene products and various other components.
AMOUNTS REQUESTED
Grant requests must NOT exceed $10,000.00. Applications with requests above $10,000.00 will not be considered by the RCMP Foundation for funding.
PERCENTAGE OF OVERALL BUDGET
Projects must not exceed 33% of overall budget.
HOW FUNDS WILL BE USED
This section of the application must clearly highlight what the funds granted by the RCMPF will be used for. Please note the RCMPF will NOT fund the following:
• Surveys
• Salaries and other related staff expenses
• Honoraria
• Travel and transportation
• Administration costs
• Speeches
• Insurance
• Conferences
• Projects that are considered core funding of the RCMP
• Building costs, equipment and infrastructure such as but not limited to: Lumber, machinery and equipment for bulldozing, installation of equipment, landscaping, excavation, turf, crushed gravel, concrete, fencing, cement electrical and HVAC.
PLAYGROUNDS: Projects submitted for funding for playgrounds will be based on community requirements and needs. Should an application be made for playgrounds, applicants should only be requesting physical playground equipment such as; slides, swings, monkey bars, tubes and tunnels, wall panels, climber add-ons, overhead ladders, add-on slides and other construction toys. Building costs and infrastructure will not be funded.
Funds cannot be directed for a project whose sole’s target group is RCMP members or family members. Any such applications will be removed from the application queue.
Other Community support, RCMP involvement and In-Kind support must be received prior to application for funding.
The RCMP Foundation reserves the right to remove any applications submitted not within our mandate and mission. Incomplete applications and applications which do not fully meet the RCMPF criteria may also be removed.
Conditions of Grant
Following are conditions applying to grants made by the RCMP Foundation. Please read the following conditions carefully prior to submitting your application. By submitting the application you are accepting in full of all conditions contained in the event that you are awarded an RCMPF grant.
Note: Photographs will be used by the RCMP Foundation for promotional materials and reporting. In addition to this, your photographs may appear on the RCMP Foundation website and various media releases. Please note, each child or person revealing their visage must sign the enclosed waiver. If the child is under eighteen years of age, waivers must be signed by the legal guardian or parent(s).
PURPOSE AND ADMINISTRATION
The grant shall be used exclusively for the purposes specified in the grantee's proposal, dated, as approved by the Foundation.
The grantee will directly administer the project or program being supported by the grant and agrees that no grant funds shall be disbursed to any organization or entity, other than as specifically set forth in the grant proposal referred to above.
USE OF GRANT FUNDS
Disbursement of the grant funds must adhere to the specific line items in the grantee's approved grant budget. Any deviation from this or if there are excess funds the Foundation must be made aware immediately. Any use of funds outside the approved budget must be authorized in writing by the RCMP Foundation.
ACCOUNTING AND AUDIT
The grantee shall indicate the grant separately on its books of account. A systematic accounting record shall be kept by the grantee of the receipt and disbursement of funds and expenditures incurred under the terms of the grant, and the substantiating documents such as bills, invoices, canceled cheques, and receipts, shall be retained in the grantee's files for the period of no less than four (4) years after the expiration of the grant period. The grantee agrees to promptly supply the Foundation with copies of such documents upon the Foundation's request.
The grantee agrees to make its books and records available to the Foundation at reasonable times. The Foundation, at its expense, may audit or have audited the books and records of the grantee insofar as they relate to the disposition of the funds granted by the Foundation, and the grantee shall provide all necessary assistance in connection therewith.
REPORTS
Narrative and financial reports shall be supplied by the grantee to the Foundation within 4 (four) months of the receipt of the grant. The narrative report shall include a report on the progress made by the grantee towards achieving the grant purposes and any problems or obstacles encountered in the effort to achieve the grant purposes. The financial report shall show actual expenditures reported as of the date of the report against the approved line item budget. Such reports shall be retained in the grantee's files for a period of not less than four (4) years after the expiration of the grant period. Grant applicants must report to the RCMPF if their project has not started within one year from the date of receipt of a grant, or if the scope or the timelines of the project changes in any material way, the grant from the RCMPF should be promptly returned.
PUBLIC REPORTING
The Foundation will report this grant, if made, in its next Annual Report. The Foundation encourages the issuing of press releases on individual grants. The grantee may issue its own press announcement but if possible shall seek collaboration of the announcement from the Foundation before distribution. In addition, a Program Summary briefly describing the grantee's activity will be used by the Foundation to respond to inquiries and for other public information purposes.
The grantee shall send to the Foundation copies of all papers, manuscripts, and other information materials which it produces that are related to the project supported by the Foundation.
In all public statements concerning the Foundation---press releases, annual reports, or other announcements---the grantee is specifically requested to refer to the Foundation's full name: The RCMP Foundation.
LIMITATIONS; CHANGES:
It is expressly understood that the Foundation, by making this grant, has no obligation to provide other additional support to the grantee for purposes of this project or any other purposes. Any changes, additions, or deletions of the grant must be made in writing only and must be jointly approved by the Foundation and the grantee.
Funds granted by the RCMP Foundation must be used within 4 months of the cheque issue date. Should the cheque become stale dated it will not be reissued. If funds will not be used, it is the payee’s responsibility to contact the Foundation and make alternate arrangements within this time frame. The Foundation retains the right to request that funding be returned for any reason and without justification.

This must be in the form of photocopies of the cheques or other supporting documents from the other sources. These can be mailed, emailed or faxed to the RCMP Foundation.
